CCS is indispensable to significantly reduce industrial CO2 emissions while preserving industrial competitiveness. The study presents a road map on how to boost the development of a European CCS market as well as an analysis of countries outlining the approach taken and the lessons learned.  

The proposed approach is phased with 10 main actions:

Phase 0 Establish solid national CCS conditions

  • Action 2: Establish the legal basis and permitting framework
  • Action 3: Designate competent authorities for CCS policy, permitting and oversight
Phase 1 Enable first-of-a-kind (FOAK) projects across the full CCS value chain

  • Action 5: Deploy financial de-risking and funding mechanisms
  • Action 6: Activate clusters and scale the transport & storage infrastructure
  • Action 7: Accelerate infrastructure deployment
Phase 2 Deploy European networks and corridors

  • Action 8: Build regional CO₂ hubs, networks and cross-border corridors
  • Action 9: Enable efficient access to CO₂ networks
  • Action 10: Evolve the CCS market model
