CCS is indispensable to significantly reduce industrial CO2 emissions while preserving industrial competitiveness. The study presents a road map on how to boost the development of a European CCS market as well as an analysis of countries outlining the approach taken and the lessons learned.
The proposed approach is phased with 10 main actions:
Phase 0 Establish solid national CCS conditions
.
- Action 1: Set the national CCS direction and targets
- Action 2: Establish the legal basis and permitting framework
- Action 3: Designate competent authorities for CCS policy, permitting and oversight
Phase 1 Enable first-of-a-kind (FOAK) projects across the full CCS value chain
.
- Action 4: Build the enabling regulatory framework
- Action 5: Deploy financial de-risking and funding mechanisms
- Action 6: Activate clusters and scale the transport & storage infrastructure
- Action 7: Accelerate infrastructure deployment
Phase 2 Deploy European networks and corridors
.
- Action 8: Build regional CO₂ hubs, networks and cross-border corridors
- Action 9: Enable efficient access to CO₂ networks
- Action 10: Evolve the CCS market model
Phase 3 Scale and optimise towards market maturity
