Min KGG: Non-Paper on Enabling the Energy Transition with Temporary, Small Nitrogen Emissions

The Netherlands urges to the European Union to provide flexibility in current legislation for temporary nitrogen emissions of the construction of renewable energy projects.   

Projects that fall under the Renewable Energy Directive 3 (RED 3) face challenges regarding permitting procedures. This is because they need to comply to the Nature and Habitats Directive that requires an assessment of potential impacts on protected sites, including the potential emissions of nitrogen during construction of RED 3 projects. These emissions could be excluded if via an extensive and time consuming study is shown that there is no negative effect. 

This is contradictory to the objectives of the RED 3, where the speeding up of projects is a priority. 

It is expected that these incongruities are clarified and if necessary be governed via upcomming legislative proposals as the European Grids Package.
